Background

Federal Correctional Institution Beaumont Medium is a medium-security federal prison in Beaumont, Texas. The prison houses male inmates convicted of federal crimes in the United States. It opened in 1999 and is part of the Beaumont Federal Correctional Complex.

The facility is known as “Bloody Beaumont” due to commonplace violence. USP Beaumont goes by the same nickname. Two inmates have been murdered at the facility.

Media reports indicate that one prison guard was indicted for sexually abusing a child. News reports also suggest that at least two murders have occurred at the institution. Additionally, several prisoners suffered injuries during one skirmish.

Inmates live in one- and two-person cells. There is a total of 12 housing units.

Inmates must attend sick calls to be evaluated for medical complaints. Sick call is conducted Monday, Tuesday, Thursday, and Friday at 6:00 a.m. Pill and insulin lines are conducted during meals. Emergency medical care is available 24 hours a day.

Psychology Services

BOP Beaumont Medium provides intake screening to inmates upon arrival. Psychology staff offers treatment programs addressing a full range of clinical disorders, providing self-help options, assessing and treating behavioral and emotional problems, and facilitating overall adjustment.

Various group therapy programs are available, including anger management, criminal thinking, stress reduction, and others.

Residential Drug Abuse Program (RDAP)

Beaumont Medium Federal Correctional Institution has the Residential Drug Abuse Program (RDAP). The institution also provides a drug abuse program, a Drug Abuse Education Course, and the Non-Residential Drug Abuse Program (NR-DAP).

Education Services

FCI Beaumont Medium provides literacy, GED, and English-as-a-Second Language (ESL) programs. By policy, with minor exceptions, all federal inmates who do not have a high school diploma or GED must enroll in the literacy program.

High school diplomas and post-secondary degrees are available through paid correspondence programs. Lamar College currently offers a free program where inmates can earn an associate’s degree, but inmates must be within ten years of release to qualify.

Library Services

A law library is located in the Education Department, containing various legal reference materials to prepare legal papers. A copy machine is available to reproduce materials needed for research. The electronic law library computers cover all cases in federal courts.

Electric typewriters are also available for inmate use. Inmates can also check out fiction and nonfiction books, newspapers, and magazines from the leisure library.

UNICOR

The UNICOR at the Beaumont Medium federal prison produces clothing and textiles.

Commissary

Inmates at BOP Beaumont Medium may spend up to $360.00 each month. Prison commissary purchases may include food, beverages, clothing, shoes, and limited electronics. Prison officials impose a $90 weekly spending limit.

Copy cards, postage stamps, and over-the-counter medications do not count against the spending limit. Inmates may shop once a week on their assigned day, from 7:00 a.m. to 2:00 p.m.

Recreation Services

The FCI Beaumont Medium Recreation Department offers both indoor and outdoor areas. Individualized Arts and crafts programs include:

The Recreation Department operates on a structured schedule. General operating hours are 8:30 a.m. to 3:30 p.m. and 5:30 to 8:15 p.m.

The prison’s administration enforces a split schedule where half of the housing units can attend recreation at certain times. The other half of the prison population may not participate during these times. The exception is 8:00 a.m. to 3:30 p.m. on Tuesday, Wednesday, and Thursday.

This is a very political yard. Inmates must be part of a car to remain at the facility.

Level of Violence

There is a high level of violence at this prison. One respondent explained, “Put it this way, the level of security is all they talk about, but an individual got kicked to death here in 2013, and now in 2018, they still have the yard on modified operations.”

Vulnerable Populations

Sex offenders, informants, and LGBT inmates cannot stay. According to one respondent, “If they are found out, they will be dealt with.”

FCI Beaumont Medium in the News

In October 2017, Shane Gotte, an employee at Federal Correctional Institution Beaumont Medium, was arrested after a video showing him sexually abusing a child was discovered.

In September 2017, rumors spread that two prisoners at FCI Beaumont Medium were dead due to flooding caused by Hurricane Harvey, which the Bureau of Prisons said was false. There were, however, at least two other deaths at FCC Beaumont in 2017: one the result of cancer in January and the other of a heart attack in March.

In 2009, Joseph Ebron, a prisoner at FCI Beaumont Medium, was sentenced to death for his part in the murder of fellow prisoner Keith Barnes. Ebron allegedly restrained Barnes while prisoner Marwin Mosley, who later killed himself, stabbed Barnes in the chest 106 times.

In 2005, prisoner Jose Jaimes-Martinez was stabbed to death by other unidentified prisoners at the medium-security FCI Beaumont.

In December 1999, five prisoners were injured in “skirmishes” at Beaumont Medium Federal Correctional Institution.
