Background

Federal Correctional Institution Bastrop is a low-security federal prison in Bastrop, Texas. The facility houses male inmates. It opened in 1979.

Federal Correctional Institution Bastrop Camp is located adjacent to the main institution. It also houses male inmates.

Notable inmates include Leandro Luna and Adan Chavez (convicted of narcotics offenses, escaped in 2009 by stealing a Federal Bureau of Prisons vehicle).

Media reports indicate that at least one guard has been federally indicted for bribery at the institution.

Inmate Housing

Inmates at FCI Bastrop live in two- and three-person cells within one of five dormitories. The camp houses inmates in dormitories.

Health Services

Health services include sick calls, dental sick calls, physical examinations, emergency medical and dental care, diagnosis and treatment of chronic infectious diseases, and prescription medications (over-the-counter medications are available in the commissary). Inmates must submit a sick call form for evaluation of non-emergency medical needs.

A $2.00 fee is charged to the Inmate Commissary Account for each health care visit. Sick call is held Monday through Friday at 6:30 a.m. Emergency medical care is available 24 hours a day at no fee. Insulin and pill lines are conducted during meals.

Psychology Services

Inmates at FCI Bastrop have access to psychologists who provide counseling and other mental health services. Each psychologist has an office inside the main institution and at the camp, where they can be easily reached. Individual and group therapy are available, along with various substance abuse programs.

Specialty groups for addictions, self-image, and other voluntary groups are also available (e.g., criminal thinking, cognitive skills, anger management, etc.). A contract psychiatrist is also available by referral from a psychologist.

Residential Drug Abuse Program (RDAP)

The Bastrop, TX federal prison has the Residential Drug Abuse Program (RDAP). Both facilities provide drug abuse programs, a Drug Abuse Education Course, the Non-Residential Drug Abuse Program (NR-DAP), and Alcoholics Anonymous (AA).

Education Services

FCI Bastrop provides literacy, GED, English-as-a-Second Language (ESL) programs, Adult Continuing Education (ACE), and special learning needs courses. A parenting program is also available. High school diplomas and post-secondary degrees are available through paid correspondence programs.

Library Services

The leisure library and the law library are located in the Education Department. Inmate clerks are available to assist in research and preparation. All required legal materials are available for viewing in the law library. A copy machine is available to reproduce materials needed for research.

The leisure library contains books, magazines, and newspapers for use during leisure time. The TRULINCS Electronic Law Library is also available to the inmate population in the Education Department.

UNICOR

The FCI Bastrop UNICOR factory retrofits vehicles for government agencies. The satellite camp does not have a UNICOR facility.

Commissary

Inmates may use funds in their accounts for several authorized activities. They can purchase items at the institution commissary, place funds on their phone accounts, buy TRU-Units for their TRULINCS account, and send funds out of the institution. Prisoners can spend up to $180.00 biweekly for commissary purchases and Special Purchase Orders (SPOs).

Inmates may only shop once a week on their designated shopping day. The remaining spending limit may not be carried over into the next period. The Education Supervisor approves withdrawals for education and leisure time items up to $320.00.

Recreation Services

The FCI Bastrop Recreation Department offers both indoor and outdoor activities. Facilities include a gym, hobby craft shop, weight area, and recreation yard. The satellite camp provides a fitness area and a hobby craft shop.

Visitation Information for FCI Bastrop

Family and friends may visit inmates if they are on the prisoner’s approved visitation list. Visitation is only conducted during visiting hours.

FCI Bastrop in the News

In May 2015, Shanon E. Frank and Mattheu Ellis Jones, prisoners at the Federal Correctional Institution in Bastrop, pleaded guilty to conspiring to bribe the prisoner’s pharmacy technician, Eric Renaldo Telles. The prisoners bribed the prison official to smuggle contraband, including watches, shirts, and nutritional supplements, into the prison over eight months.

In 2009, Leandro Luna and Adan Chavez, both inmates at FCI Bastrop, escaped by stealing a Bureau of Prisons vehicle and fleeing to Mexico. The Lone Star Fugitive Task Force tracked the inmates. This group consists of local authorities, Texas Rangers, and U.S. Marshals. The public wasn’t notified of their escape for two days, and the prison did not share any further details. Mexican authorities apprehended both men six days after their escape.
