Background: FCI Estill was opened in 1993. The camp is located adjacent to and provides support services for FCI Estill. In 2005, a former FCI Estill corrections officer was sentenced to 10 years for possessing heroin with intent to distribute to an inmate in exchange for $100,000. Another notable incident occurred in 2010 when a large-scale fight broke out in the recreation yard. The incident ended with local law enforcement showing up to the scene. Nine inmates were sent to the hospital with injuries.  Ambulance staff reported that prisoners had been beaten with shovels, rakes, and hoes, and had wounds ranging from deep lacerations to possible broken bones. The FBI was called in to investigate what prompted the fight and how many inmates were involved.
Housing: Inmates are housed in two and three-person cells. Inmates at the camp are housed in dormitories in two-person cubicles.
Health Services:  Inmates arriving at FCI Estill receive an initial medical screening during intake. Medical and dental sick call, routine sick call visits, medication, medical emergencies, eyeglasses, medically indicated footwear, and routine physical examinations are also provided. Emergency medical care is available 24 hours a day.
Psychology Services: Psychology services include intake screenings, crisis intervention, and group counseling. Regular treatment groups include criminal thinking and anger management.
Residential Drug Abuse Program (RDAP): FCI Estill and the camp do not house a Residential Drug Abuse Program (RDAP), but inmates can be transferred to institutions that offer the program. Both facilities offer a Drug Education class, the Non-Residential Drug Treatment Program (NR-DAP), Alcoholics Anonymous (AA), and Narcotics Anonymous (NA).
Education Services: FCI Estill provides literacy, GED, English-as-a-Second Language (ESL) programs, and pre-release training programs. Parenting and Adult Continuing Education (ACE) programs are also available. Twice a year a graduation ceremony is scheduled for education classes (GED and ESL), as well as vocational occupation classes. Certificates and $25 are awarded for successful completion and participation. Achievement incentives, such as commissary-type items are also given. Additional dollar incentives of $5 are given out for achieving a basic literacy level, and those who achieve a score of 500 or higher in each subject area of the practice GED examination are given $10. High school diplomas and post-secondary programs are available through paid correspondence programs.
Advanced Occupational Education: FCI Estill offers advanced occupational education in Manage First, Carpentry, Electrical, and Welding. The camp offers Electrical and Plumbing. Both facilities also offer Serve Safe.
Vocational Training: FCI Estill does not offer any vocational training aside from advanced occupational education and apprenticeship programs.
Apprenticeship: Both FCI Estill and the camp offer apprenticeships in Baking, Cooking, Electrical, Housekeeping, HVAC, and Welding.
Library Services: Inmates can access a leisure and law library at both facilities. The law library contains the TRULINCS Electronic Law Library, typewriters, and a copy machine. The leisure library allows inmates to check out fiction and nonfiction books, newspapers, and magazines. The law library schedule is posted in the Education building.
UNICOR: FCI Estill and the camp do not house UNICOR facilities.
Commissary: Inmates at FCI Estill are permitted to spend up to $360.00 each month for regular and special purchases. Stamps, over-the-counter medicine, copy cards, TRULINCS units, and phone time are excluded from this spending limitation. Ice cream, foods, beverages, electronics, clothing, and shoes can be purchased in the commissary.
Recreation Services: Inmates at both facilities have access to a recreation yard, hobby craft program, sports and musical equipment, wellness classes, and a photo program. Table games, tournaments, and league events are available. Intramural team sports in softball, basketball, and volleyball are also available. The hobby craft area is located in the recreation-leisure center. Classes are taught for leather, art, drawing, beadwork, and crochet. The Recreation Department is open seven days a week.
