Background: FCI
Butner Medium 1 was opened in 1976.  It
houses an in-patient psychiatric hospital and is part of the Butner Federal
Correctional Complex.

Housing Configuration:
The housing units at FCI Butner Medium 1 are named after the Atlantic Coast
Conference Universities.  The general
population inmate housing units are Clemson (CL), Georgia Tech (GT), and
Virginia (VA).  The State (ST) and Wake
Forest (WF) inmate housing units house the Residential Drug Abuse Program
(RDAP).  The Duke (DK) inmate housing
unit houses inmates who are chronic mental health cases.  The North Carolina (NC) inmate housing unit
houses study cases.  The Maryland (MD)
and Maryland Annex (MA) inmate housing units house the Civil Commitment Sex
Offender Program.  Most prisoners at FCI
Butner Medium 1 are housed in two-man dorm settings.

Health Services:
If an inmate at FCI Butner Medium 1 is in need of routine medical or dental
care, they will have to go to the Medical Service Department in the morning
between the hours of 6:30 AM and 7:00 AM, on Monday, Tuesday, Thursday, and
Friday to sign up for sick call.  All
emergencies (including any level of injury) should be referred immediately to
the medical staff for evaluation and treatment.
Medical staff is available 24 hours per day on site or by pager.  Inmates should notify the closest available
staff member to initiate an emergency response.

Pill and Insulin Line:
At FCI Butner Medium 1 pill line is held at 7:00 AM, 11:30 AM, and 7:30 PM
Monday through Friday and 7:00 AM, 12:00 PM, and 7:30 PM on weekends and
holidays.  Insulin line is held at 6:00
AM and 4:30 PM on Monday through Friday and 7:00 AM and 4:30 PM on weekends and
holidays.

Psychology Services:
Each housing unit at FCI Butner Medium 1 has a psychologist assigned to provide
counseling and other mental health services to housing unit inmates.  These services include individual counseling
and group therapy.  Groups offered
include Alcoholics Anonymous (AA), Narcotics Anonymous (NA), stress management,
anger management, the Drug Education Class, the Non-Residential Drug Abuse
Program (NR-DAP), amongst others.

Residential Drug
Abuse Program (RDAP)
: FCI Butner Medium 1 houses a Residential Drug Abuse
Program (RDAP).  This RDAP location
houses 218 beds.

Education Services:
FCI Butner Medium 1 offers inmates a number of educational opportunities.  These include GED classes, college
correspondence courses (if inmates have the requisite funding), in-person
college courses from the Vance Grandville Community College, Adult Continuing
Education (ACE), English-as-a-Second Language (ESL), and more.

Approximately 10% to 15% of the FCI Butner Medium 1 inmate
population are eligible for, and are interested in, college level
programs.  The Federal Bureau of Prisons
does not pay for such college courses, but assists inmates in obtaining funding
through other sources.  Past inmates from
FCI Butner Medium 1 have observed that the courses are free and that inmates
participate via a secure computer system.

Advanced Occupational
Education
: FCI Butner Medium 1 offers Electrical, Building Trades, and
Office Systems Technology advanced occupational education programs.  All advanced occupational education programs
are accredited by the Southern Association of Colleges & Schools, run 12
months, require students to possess either a GED or high school diploma prior
to enrollment, and, upon program completion, issue a certificate from the Vance
Granville Community College.

Vocational Training:
FCI Butner Medium 1 does not offer any vocational training programs.

Apprenticeship:
FCI Butner Medium 1 does not offer any apprenticeship programs.

Library Services:
FCI Butner Medium 1 houses both a law library and a leisure library.  Both the law and leisure libraries are
located in the Education Department.  The
law library contains TRULINCS computer terminals which have access to the
Electronic Law Library folio.  An inmate
law library clerk is available for assistance in locating materials and a
copier is available for inmate copying needs.

The leisure library offers inmates fiction and nonfiction
books, magazines, and newspapers which can all be checked out.  An inter-library loan program is available to
interested inmates at FCI Butner Medium 1.

UNICOR: The FCI
Butner Medium 1 UNICOR facility produces clothing, textiles, and industrial
products, and handles fleet management and vehicular components.  It employs 422 incarcerated UNICOR
workers.  This number includes totals for
all Butner, NC UNICOR facilities.

Pass System: FCI
Butner Medium 1 has a pass system in effect during regular business hours
throughout the week.  During the regular
work day (7:30 AM to 4:00 PM) inmates must have a pass to move from one area of
the institution to another, except for movement to assigned details, going to
the lunch meal, or for a recall.  Each
move will be announced by staff over the FCI Butner Medium 1’s public address
system.

Commissary:
Inmates at FCI Butner Medium 1 are allowed to shop at the institutional
commissary once a week, on their assigned shopping day (which is posted in the
housing units).  Here they can purchase
food, clothing, electronics, over-the-counter-medication, copy cards, postage
stamps, and other authorized items.
Inmates can spend up to $320 per month at the commissary.  Copy cards, postage stamps, and select
over-the-counter medications are exempt from the spending limit.

Religious Programs:
The FCI Butner Medium 1 Religious Services Department offers a wide range of
religious programs to inmates.  Staff
chaplains of specific faiths are available, as well as contract and volunteer
representatives of other faiths.  Special
religious diets, holiday observances, and other worship activities are
coordinated through the Chaplain’s Office.

Recreation Services:
The FCI Butner Medium 1 Recreation Department offers both indoor and outdoor
activities including individualized arts and crafts programs to intramural team
sports such as baseball, basketball, and volleyball.  Physical fitness and weight reduction
programs are also offered and promoted since they contribute to good mental
health, interpersonal relations, and stress reduction.  FCI Butner Medium’s Recreation Department
also offers a music program to interested inmates.

Visitation
Information
: Inmates at FCI Butner Medium 1 are allowed to receive visitors
on Monday and Thursday from 2:30 PM to 8:30 PM and on Friday, Saturday, Sunday,
and federal holidays from 8:30 AM to 3:00 PM.
Visitation is based upon a point system where inmates are allotted 16
visitation points each month.  Visits
that occur on weekdays are counted as 1 point and visits that occur on weekends
and holidays count as 4 points.  Inmates
can have up to 3 adult visitors at one time.
No limited is placed upon children.
An adult is considered anyone 16 years old or older.

Directions to Prison:  Driving instructions from Raleigh to FCI
Butner Medium 1: US 70 West to US 70 bypass.
Take the bypass for 2.1 miles to Geer Street exit (185 North sign).  Turn right on Geer Street and proceed 1.7
miles to Club Boulevard.  Turn left on
Club Boulevard and proceed .3 miles to the I-85 onramp.  Take I-85 North 9 miles to exit 189.  Turn left on Central Avenue.  Proceed straight on Central Avenue to Veazey
Street.  Turn right onto Veazey
Street.  Proceed to stop sign and at the
stop sign turn left onto Old Highway 75.
Proceed 1 mile.  FCI Butner Medium
1 is on the right.

Driving instructions from Durham to FCI Butner Medium 1:
Take I-85 North to exit 189.  Turn left
onto Central Avenue.  Follow above
